Graham Chernoff

Ministry of Long-Term Care

Graham Chernoff leads the Special Projects Unit in the Funding and Programs Branch, LTC Operations Division, at the Ministry of Long-Term Care, delivering program, funding, and data innovations for Ontario's LTC sector. His team supported provincewide adoption of the interRAI LTC Facilities assessment instrument and took over case mix index management in 2024–25, alongside key files like the Local Priorities Fund, High-Intensity Needs Fund, and LTC infrastructure funding. He previously led MLTC accountability and quality policy work, and earlier advised on land use planning, heritage, and culture policy.

William Willard

Executive Vice-President and Chief Financial Officer, Deep River and District Health

William has focused on driving forward innovation and organizational performance through major infrastructure and capital projects across healthcare settings, including long-term care, primary care, and acute care. As Project Lead for capital development, William has been integral in advancing a business case for a campus of care expansion, which has recently resulted in the successful allocation of 86 additional Long-Term Care beds for Deep River and its surrounding communities.

Godwin Ashiabi

Senior Methodologist, Ministry of Long-Term Care

I am a Senior Methodologist in the Special Projects Unit, Funding and Programs Branch at the Ministry of Long-Term Care. In this role, I lead analysis related to the Case Mix Index (CMI) which supports Nursing and Personal Care (NPC) funding for long-term care homes. My work focuses on producing analytical insights that inform funding decisions and contribute to the effective allocation of resources across Ontario’s long-term care sector.
